City of Spring Valley Announces Key Developments: Barto Landing Maintenance, Mini Park Expansion, and Veterans Day Banner Orders

Spring Valley, IL – [June 13, 2024] – The City of Spring Valley is excited to announce several important updates that will significantly impact the community. These developments include the takeover and planned enhancements of Barto Landing, the expansion of Mini Park, and a new program to honor veterans with personalized banners.

City of Spring Valley Takes Over Maintenance of Barto Landing

Following productive discussions between Hall Township and the City of Spring Valley, the ownership and maintenance responsibilities of Barto’s Landing have been officially transferred to the City of Spring Valley. This milestone results from dedicated efforts and communication by elected officials from both entities. As part of this transition, the City will receive $200,000 in state funding to facilitate the repair and maintenance of the boat launch.

In addition to the initial funding, the City of Spring Valley actively seeks further financial support to undertake comprehensive repairs to restore the boat launch to its former glory. Engineering work has already begun to bring the boat launch back to a functional and valuable state for the local community and visitors. The project requires approvals and permits from the Illinois Department of Natural Resources and the Army Corps of Engineers, indicating a detailed and regulated process.

Elected officials are enthusiastic about the project, recognizing its potential to become an economic driver for Spring Valley and its surrounding areas. The City is committed to making Barto’s Landing a key piece of infrastructure that benefits all.

Mini Park Expansion Project Underway

Residents of Spring Valley can look forward to an exciting transformation of the Mini Park into a larger and more dynamic community space. The design process for this expansion is already in progress, with significant developments planned for the coming months.

Last fall, the project’s first phase began with planting new trees, setting the stage for a more vibrant park environment. This summer and fall plans for a new retaining wall and a concession stand will be finalized, leading to the construction phase. This expanded park promises to be a cornerstone for community gatherings and recreational activities, providing a much-needed upgrade to the current facilities.

Veterans Day Banner Orders

To honor the brave men and women who have served in the military, the City of Spring Valley is launching a Veterans Day Banner program. Residents interested in purchasing a banner to honor their loved ones can complete a form and return it to City Hall. Forms are also available at City Hall for convenience.

The deadline to order banners for this year’s Veterans Day is October 1st. This initiative offers a meaningful way for the community to recognize and celebrate the contributions of its veterans.

Veteran Banner Order Form

Please carefully fill out the information below and indicate the correct branch/version of the banner that you wish to choose. You must also provide a photo that will be used on your Veteran’s banner. Pictures will be returned. The banners will be hung for Memorial Day and Veteran’s Day for 2 years for the cost of $90. After the 2 years, you can re-purchase a banner to hang to keep the retired one. If flags are in good condition you won’t have to repurchase after 2 years.


Have this order form turned In by April 1, 2025, for this year’s Veteran’s Day.

Burning Ordinance Summary

1. No burning of garbage, rubbish, or any material that emits an offensive odor when burned. 

2. Limited amounts of yard waste (small quantities of dried branches, leaves, weeds, dry grass), when the material is dry and does not create an offensive odor, nuisance, or fire hazard due to winds, is permitted.

3. Burning cannot be within 20 feet of a structure such as a residence or garage. 

4. Burn barrels, fine wire mesh or concrete brick enclosures, or structures that could be used to burn garbage, rubbish, or combustible material are forbidden.

5. Burning must be out by 4:00 P.M. Cannot be left smoldering and must be fully extinguished. Burning must be supervised by a competent person and always tended to.

6. Recreational fires- Recreational fires are permitted as long as garbage or rubbish is not being burned, the fire is contained in an incinerator, outdoor fireplace, barbeque grill, or barbeque pit and has a total area of three (3) feet or less in diameter and two (2) feet or less. 

Burning Hours 

  • April 1 through May 31 from 8:00 AM until 4:00 PM 
  • September 1 through November 30 from 8:00 AM until 4:00 PM 
  • No burning on days Hall High School has a home football game

  1. Spring Valley City-Wide Garage Sales
    • Dates: June 6th, 7th, and 8th
    • Location: Various locations throughout Spring Valley
    • Details: It’s time to declutter and discover treasures! Participate in the city-wide garage sales by submitting your name, address, and desired sale days to the City Clerk’s Office by Friday, May 31, 2024.   2. City-Wide Clean Up Day
    • Date: Saturday, June 22, 2024
      • Time: 6:00 a.m.
      • Location: Throughout Spring Valley
      • Details: Join us as we come together to beautify our neighborhoods! Residents are encouraged to place cleanup items at their usual collection spots by 6:00 a.m. on Saturday. Please note that certain items, such as major appliances and construction materials, will not be picked up.   3. Electronics Recycling Event
    • Date: Saturday, August 17, 2024
    • Time: 8:00 a.m. – 11:00 a.m.

    • Details: Let’s recycle responsibly! Bring your old electronics to our recycling event and help protect the environment. Remember, this event is for residential units only. Accepted items include cables, computers, televisions, and more. For inquiries about specific items, contact the City Clerk’s Office at (815) 664-4221.

City-Wide Cleanup ’24

For immediate release: Spring Valley City Clerk, Rebecca Hansen, has announced Cleanup Day will be held on Saturday, June 22, 2024. Residents should put cleanup items out in the same location as their weekly materials by 6:00 a.m. as only one stop will be made at each home.

The following items will not be picked up: major appliances, air conditioners, dehumidifiers, water heaters/softeners, windows, glass, riding lawn mowers, electronic items (TVs, cell phones, MP3 players, radios, etc.), demolition/remodeling/construction materials (including carpet), household hazardous waste (oils, chemicals, pesticides, wet paint), liquid waste, medical waste, batteries, concrete, landscaping/yard waste (rocks, bricks, dirt, grass, etc.), tires, auto parts, steel, glass, or windows.

All materials should be neatly stacked and placed together at one location where normal household trash is collected and not to exceed the dimensions of 4x4x3 so that orderliness can be preserved by the city. Miscellaneous loose bulk items should be contained in bags or boxes.

SPRING VALLEY CITY WIDE GARAGE SALES WILL BE HELD ON JUNE 6TH, 7TH AND 8TH. MAPS WILL BE AVAILABLE AT THE CITY CLERK’S OFFICE WEDNESDAY, JUNE 5TH.

IT IS FREE OF CHARGE TO GET ON THE MAP AND YOU CAN PARTICIPATE ONE OR MORE DAYS. SEND NAME AND ADDRESS OF WHERE THE SALE WILL BE AND THE DAYS YOU WANT TO HAVE THE SALE. DEADLINE TO GET ON THE MAP IS FRIDAY, MAY 31, 2024.
